Firstly, our site handles all forms of Hold 'em played at Stars, Tilt and Party Poker. It can process no-, fixed-, pot- and cap pot-limit games, and it works for both tournaments and cash games.
To answer your other question, yes, the Poker Luck Meter does calculate EV from your hands history. It uses the assumption that your "luck" is basically the difference between your expected results and your actual winnings.
